GUATEMALA CITY -- An eruption at Guatemala's Santiaguito volcano has sent a plume of ash 27,300 feet (8,300 meters) above sea level, dusting parts of at least four provinces.

...Santiaguito is a crater on the slope of the 12,375-foot (3,772-meter) Santa Maria volcano about 120 miles (200 kilometers) northwest of Guatemala City.

Happy F-cking Earth Day - NYPD trashes hundreds of bikes for Obama visit.

◼ Citing security concerns that bikes might be secret pipe bombs, NYPD officers clipped the locks of hundreds of bikes along Houston Street this morning in preparation for President Obama's speech at Cooper Union. The bikes were unceremoniously put in the back of the truck. There was no prior notification of the bikes needing to be cleared along the route by NYPD and onlookers were not given information as to what would become of the bikes. Happy Earth Day!

Nearly 4M to pay health insurance penalty by 2016

◼ WASHINGTON (AP) - Nearly 4 million Americans—the vast majority of them middle class—will have to pay the new penalty for not getting health insurance when President Barack Obama's health care overhaul law kicks in, according to congressional estimates released Thursday.

The penalties will average a little more than $1,000 apiece in 2016, the Congressional Budget Office said in a report....

Americans who don't get qualified health insurance will be required to pay penalties starting in 2014, unless they are exempt because of low income, religious beliefs, or because they are members of American Indian tribes. The penalties will be fully phased in by 2016.....

A website then warned Parker and Stone they could end up like Theo Van Gogh (the Dutch filmmaker who was murdered by Muslim extremists after depicting Muhammad on his show) and even posted the address of the show's production office.

Last night's episode continued the controversial Muhammad storyline, but with a key difference: every instance of the words "Prophet Muhammad" were bleeped out, making the episode practically incomprehensible, especially to anybody who missed the previous week.

A Comedy Central spokesperson confirmed it was the network's decision to censor the words.

Rare Yellowstone volcano eruption would be deadly

◼ An eruption at Yellowstone, though unlikely in the near future, would have devastating consequences, Burton said.
Yellowstone's last eruption, some 640,000 years ago, sent an estimated 1,000 cubic kilometers of ash and volcanic rock over the American west and parts of the Midwest, spreading as far south as Mexico.

The eruption was some 3,000 times stronger than that at Mount Vesuvius in the year 79, and around 1,000 times stronger than the 1980 eruption of Mount Saint Helens in the US northwest.

A similarly violent eruption at Yellowstone could decimate the population, producing "crop failure (and) water contaminations," Burton said.

The biggest volcanic eruption in the last two centuries, the 1815 eruption of Mount Tambora on the Indonesian island of Sumbawa, sent 160 cubic kilometers of volcanic debris into the atmosphere and caused an overall drop in global temperatures for the year -- a "year without a summer," Burton said.

The disaster also killed at least 71,000 people.

The eruption of the Toba volcano in Sumatra some 73,000 years ago, an event 1,000 times more powerful than the 1980 Mount St Helens eruption, may even have wiped out most of the human race, according to a theory based on fossil evidence.

Massive fireball reported across Midwestern sky

◼ (CNN) -- Authorities in several Midwestern states were flooded Wednesday night with reports of a gigantic fireball lighting up the sky, the National Weather Service said.
The fireball was visible for about 15 minutes beginning about 10 p.m., said the National Weather Service in Sullivan, Wisconsin, just west of Milwaukee.
"The fireball was seen over the northern sky, moving from west to east," said the NWS in the Quad Cities area, which includes parts of Iowa and Illinois.

"In a flash, the houses went down. It was a terrible earthquake," he said. "In a small park, there is a Buddhist tower and the top of the tower fell off. ... Everybody is out on the streets, standing in front of their houses, trying to find their family members."

The new health care overhaul law, which promised increased access and efficiency in health care, will prevent doctor-owned hospitals from adding more rooms and more beds, says a group that advocates physician involvement in every aspect of health care delivery....

The new health care rules single out such hospitals, making new physician-owned projects ineligible to receive payments for Medicare and Medicaid patients.

Existing doctor-owned hospitals will be grandfathered in to get government funds for patients but must seek permission from the Department of Health and Human Services to expand.

To get the department’s permission, a doctor-owned hospital must be in a county where population growth is 150 percent of the population growth of the state in the last five years; inpatient admissions must be equal to all hospitals located in the county; the bed-occupancy rate must not be greater than the state average, and the hospital must be located in a state where hospital bed capacity is less than the national average.

The rules fall under Title VI, Section 6001 of the Patient Protection and Affordable Care Act. The provision is titled “Physician Ownership and Other Transparency – Limitations on Medicare Exceptions to the Prohibition on Certain Physician Referral for Hospitals.”

More than 60 doctor-owned hospitals across the country that were in the development stage will be canceled, said Molly Sandvig, executive director of Physician Hospitals of America (PHA).

“That’s a lot of access to communities that will be denied,” Sandvig told CNSNews.com. “The existing hospitals are greatly affected. They can’t grow. They can’t add beds. They can’t add rooms. Basically, it stifles their ability to change and meet market needs. This is really an unfortunate thing as well, because we are talking about some of the best hospitals in the country.”

...these 260 doctor-owned hospitals in 38 states provide 55,000 jobs, $2.4 billion in payroll and pay $509 million in federal taxes, according to the PHA.

In one ironic aspect, President Barack Obama’s two largest legislative achievements clashed. The Hammond Community Hospital in North Hammond, Ind., got $7 million in bond money from the federal stimulus act in 2009. It will likely be scrapped because of the new rules on physician-owned hospitals, according to the Post-Tribune newspaper in Merrillville, Ind.

The greatest demand will be for primary-care physicians. These general practitioners, internists, family physicians and pediatricians will have a larger role under the new law, coordinating care for each patient.

The U.S. has 352,908 primary-care doctors now, and the college association estimates that 45,000 more will be needed by 2020. But the number of medical-school students entering family medicine fell more than a quarter between 2002 and 2007.

A shortage of primary-care and other physicians could mean more-limited access to health care and longer wait times for patients.

When thinking about all the services provided by federal, state and local governments, 75% of voters nationwide say the average American should pay no more than 20% of their income in taxes. However, the latest Rasmussen Reports national telephone survey finds that most voters (55%) believe the average American actually pays 30% or more of their income in taxes.

Sixty-six percent (66%) believe that America is overtaxed. Only 25% disagree....

Not surprisingly, the tax issue provokes a wide gap between the Political Class and Mainstream Americans. Eighty-one percent (81%) of Mainstream American voters believe the nation is overtaxed, while 74% of those in the Political Class disagree...

Eighty-one percent (81%) of Republicans believe the nation is overtaxed. So do 73% of voters not affiliated with either major party. Democrats are evenly divided on the question.

Among those who consider themselves part of the Tea Party movement, 96% believe the nation is overtaxed, and only one percent (1%) disagree....

According to Fiscal 2011 federal budget documents, taxes paid to federal, state and local governments totaled 25% of GDP in 2009. Total government spending totaled 36% of GDP.

Mahmoud believes the tension goes back to before last summer’s elections. “There was a clear push by a group of US politicians to really hurt him.”...

Her heart jerks to a halt and then restarts in a vicious flurry. She looks at the man they’re working for, his face is pale and wide eyed with fear.

She reaches over and touches her oblivious friend on the arm. When she looks up from her tray, the woman looks pointedly back toward the hallway, and as the friend sees the stranger & the look on her face, she knows something is going wrong, horribly wrong. This all happens in a moment. One of those sick moments that drag slowly through time, like when you’re wrecking a car.

The man jumps up and starts toward the stranger.

The girls stand up to flee, but this room has no door. The only way out is through the hall. They look at each other and then at the circular window, both of them thinking escape.

◼ Philippines dragon-sized lizard is a new species
A dragon-sized, fruit-eating lizard that lives in the trees on the northern Philippines island of Luzon has been confirmed as a new species, scientists reported on Tuesday.

Hunted for its tasty flesh, the brightly colored forest monitor lizard can grow to more than six feet in length but weighs only about 22 pounds (10 kg), said Rafe Brown of the University of Kansas, whose team confirmed the find.

"It lives up in trees, so it can't get as massive as the Komodo dragon, a huge thing that eats large amounts of fresh meat," Brown said by telephone. "This thing is a fruit-eater and it's only the third fruit-eating lizard in the world."

Discovering such a large vertebrate species is extremely rare, Brown said. The lizard, a new species of the genus Varanus, is skittish and able to hide from humans, its primary predators, which could explain why it has gone undetected by scientists for so long.

The quake was centred 204 km (127 miles) west-northwest of the coastal town of Sibolga and was at a depth of 46 km (28.6 miles), the U.S. Geological Survey said. It had initially reported the quake's magnitude at 7.6.

The Reuters witness said there were at least threee aftershocks.

The Pacific Tsunami Warning Center said there was no threat of a destructive widespread tsunami. However, it added: "There is the possibility of a local tsunami that could affect coasts" no more than 100 km (62 miles) from the epicentre of the quake.

And one in GREENLAND SEA - AND, Zin reports ◼ The Alaska Volcano Observatory says a series of small earthquakes began occurring early Monday near the summit of Mount Redoubt, about 100 miles southwest of Anchorage.

A magnitude-7.2 earthquake in Baja California could be felt in Los Angeles on Sunday afternoon. Several aftershocks or other quakes have been reported.
Initial reports said the quake was magnitude-6.9, but officials with the USGS mentioned that number might change.
The quake's epicenter was located about 108 miles east-southeast from Tijuana, about 38 miles southwest San Luis Río Colorado, Sonora, Mexico, and about 16 miles south-southwest Guadalupe Victoria, Baja California, Mexico.

The quake had a depth of 20.1 miles and struck at 3:40 p.m. The quake set high rise buildings in Riverside, Los Angeles and San Diego rocking back and forth. It also was felt in Palm Springs...

A magnitude-5.1 earthquake struck the Imperial area at 4:15 p.m. At 4:09 p.m., a magnitude-4.5 quake was reported about 21 miles south of Ocotillo.

One reporter in the Inland Empire clocked the duration at 45 seconds. An NBCLA.com visitor in Movjave said movement could be felt for one minute.

A Granada Hills resident said things started to settle after about one minute.

"But it seemed like forever," he added.

The quake was felt for about 40 seconds in Tijuana, Mexico, causing buildings to sway and knocking out power in parts of the city. The Associated Press reported that families celebrating Easter ran out of the homes, with children screaming and crying.
